Closes #24.

In the FL-8 run, the order said "Do not change anything in the game", but only as free text. The reviews acting under the order then sent 20 game writes.

Owner decisions of 2026-10-14:

  • reviews under a report-only order can't write either;
  • only the order form's checkbox sets the restriction.

Changes:

  • Contract: OrderScope.game_changes is 'allowed' (the default) or 'none'.
  • Order form: a "Report only · no game changes" box sets it. Amend keeps it, and the order details show it.
  • Enforcement: the coordinator's write gate and game_action_scope refuse every game write under a report-only order before anything is sent. game_action_scope also covers flow bundle-tool writes. Reviews act under the most recent order, so they are refused too. Reads and reports stay allowed.
  • General's packet: offers no game write under such an order. game_action_scope.report_only is set and the instruction says to change nothing.

Tests:

  • The library world refuses navigation.clear_route under a report-only order with nothing sent, while groups.list still reads.
  • The packet test checks report_only, the instruction and that no game write is available.

Docs: OPERATOR_GUIDE.md. Contracts and the shipped JS are rebuilt.

"Do not change anything in the game" was free text: in the FL-8 run the
reviews acting under such an order sent 20 game writes. An order's scope
now carries game_changes, 'allowed' or 'none', set only by the
President's "Report only · no game changes" box in the order form
(owner decision 2026-10-14). Under a report-only order the coordinator's
write gate and game_action_scope (which bundle-tool writes also pass)
refuse every game write before anything is sent, the reviews that act
under the order included; reads and reports stay allowed. The General's
packet offers no game write under it and says to change nothing.
