Live 2026-10-29: a mission-settings write CMO stopped past its time budget could never be read back (a library read-back takes the write's own answer), so it held the carrier CAP's mission for good and every later CAP order was refused. Owner decision 2026-10-28: a current-timeline write with no read-back due keeps its reservations 30 minutes after its last update, then is closed unverifiable and released; never resent.

Live 2026-10-29 (China, kek.scen): CMO stopped a flow's mission-settings
write to the carrier's CAP past its time budget. A library read-back takes
the write's own answer (its expect), which never came, so all six read-backs
failed the same way and the action stayed outcome_unknown with its mission
reserved. Every later order on that CAP was refused as a resource conflict,
the strike waiting on it never launched, and each failure woke the General
again. The #152 test passed only because its synthetic port reads back
without the write's answer.

Owner decision 2026-10-28: an action of the current timeline that CMOnet
can't read back (CMO stopped it before it answered, its reply was lost, or
its read-backs ran out, so no read-back is due) keeps its reservations for
30 minutes after its last update (ARCHIVED_HOLD_SECONDS), then retention
closes it unverifiable and releases them, as it does an archived one. It is
never sent again. A read-back that can't be built (ReadBackUnavailable) is
no longer tried again.
