Two fixes from the live China vs USA Pacific Battle game (2026-10-28, flow expert-commander r75). 1) A contact CMO types "Orbital" now has domain space in the picture and entities.search (it was unknown, so the flow made satellite TJS-4 the most dangerous threat). 2) A job pausing before its fresh run (cut-off reply, unknown outcome) keeps its place against strictly lower-priority jobs: live, a scheduled review took the slot for 7 minutes and the event review's 900 s task budget ran out. Equal-priority work still takes the freed slot at once (owner decision 2026-10-03). Tests: tests/test_picture.py, tests/stage4/test_queue_runtime.py; queue, runner and fault-injection suites pass. 🤖 Generated with Claude Code

The picture and entities.search domains looked only for "satellite" or
"space", but CMO names a satellite contact's type "Orbital", so live
satellites came out "unknown" and an imported flow made one the most
dangerous threat to an airbase. The planner's contact_domain already
read "orbital".

A cut-off or unknown-outcome job is queued again with a pause of up to
ten seconds. Meanwhile reserve() gave the slot to the next job of any
priority: live, a scheduled review (10) held it for seven minutes and the
paused event review (80) ran out of its task budget before it could run
again. Strictly lower work now waits out the pause; equal work still
takes the freed slot at once.
