Audit fixes: model slot leak, stale contacts, retention, growth, locks ... e18d06e95b

- A flow model call cancelled between taking its slot and opening its
  round released nothing; release_orphans now also frees requests left
  open by ended jobs no turn is working on (test added).
- Stale world-cache contacts are no longer stored as current facts.
- Retention restarts a purge's stages after closing actions as
  unverifiable, so their deletes no longer fail on foreign keys forever.
- The bridge journal is pruned every ten minutes; per-session gap memory
  is dropped on revoke; per-action preflight and library-result caches
  forget settled actions.
- Archiving a timeline settles finished actions in two statements
  instead of a rewrite and audit row each inside the write lock.
- Provider bookkeeping and the movement check run off the event loop.
- A composite whose fence closes mid-way records its finished children
  instead of losing them.
- Staged flow imports are capped in total.
- The quick sweep builds its roster set once.
- Removed the capability verifier that always refused (all its
  operations run from the tester library), its CLI branch and test, an
  unused WAL checkpoint helper and a duplicate provider-slot reset;
  merged the copied track and world-change trims.
