UI shell: status chips, side panels off Operations, text size ... 2266cb0da2

The header becomes one line of status chips whose details open in a
popover under each chip; AI Stop stays at its right. Operations keeps
the inspector and the feed; every other page opens at full width and two
header toggles bring them back, remembered per browser (the Builder never
shows them). The inspector's left edge and the feed's top edge resize
them, every inspector panel folds, the nav is tighter, the Command
register is master-detail, and the order composer is compact with one
"Add selection as" menu. Settings -> Display sets the text size
(Compact, Normal with an 11 px floor, Large); small font sizes are type
tokens. Shell CSS duplicated by later stage blocks is folded into one
place.
