Fixes #23.

The behaviour was already fixed in two places:

  • the tester's multi-step writes return ok false, ordered true with what took, instead of error(), once a step has changed the game (tester 1d26909, synced into src/cmonet/library);
  • CMOnet reads such a result back as partial / partly_applied (5ae6d02).

Only missions.assign_units had a test. This adds the issue's own reproduction: CMO refuses the second of three reference points of areas.create_reference_points. The call is partial and read back, and only the first point exists.
