Closes #5. All 62 library writes are verified live at library-c475930b241d, the flight plan editor included: 64 of 68 game writes are verified normal operation.

  • Full run on the reloaded AI TEST SCENARIO (no flow zones, AI Stop on): 60 writes completed with read-back, among them missions.create_flight_plans (1 flight) and missions.edit_flight_plan (insert, retype with presets, delete). No CMO dialog appeared. Report: docs/verification/library/library-writes-2026-10-14-r2.json.
  • Focused run: the fresh save had only an MH-60R on a mission airborne besides the tanker, and the harness took it as its flyer. clear_route, fly_pattern and refuel failed for that reason alone. Rerun with a jet the run had launched (CHAOS #33, F-24A), all completed: library-writes-2026-10-14-r3.json.
  • Harness: no fallback to a helicopter or an aircraft on a mission. Without an airborne jet on no mission it skips the flight steps and says to rerun them with --flyer and --only.
  • #5's cargo part was skipped by the operator's choice; its refuelling part landed with the fuel watch (0.7.8).

tools/qualify_library.py run completed 60 writes with read-back, among them
missions.create_flight_plans and missions.edit_flight_plan, with no CMO dialog.
The fresh save had only a helicopter airborne besides the tanker, and the harness
took it as its flyer, so clear_route, fly_pattern and refuel failed for that
reason alone; a focused run with a jet the run had launched (CHAOS #33)
completed them. Both imported (108 and 11 records): 64 of 68 game writes are
verified normal operation.

The harness no longer falls back to a helicopter or an aircraft on a mission:
without an airborne jet on no mission it skips the flight steps and says how to
rerun them.
