Orders of battle now gain the units based near a plan's theatres, so a big nation's forces where the war is fought are not left out.

  • Found (2026-10-14): a nation's order-of-battle rows are capped, and Russia's nationwide list held none of Kaliningrad's or the Baltic Fleet's units. With the own-soil reach fix (#37), the Baltic laboratory plan (#7) had 20 Russian units.
  • Change: for an actor with land in a front or enemy-homeland theatre, each drafted service request is asked once more per set of theatres. The model sees the theatres and the rows already listed, and returns the service's units based in or near them.
    • They are added beside the existing rows, never replacing them, because the library entry is shared by every plan with that nation and year (the Sea of Japan plan shares Russia).
    • A coverage mark keeps the same region from being asked about again.
    • New phase oob_region, with its own budget.
  • Tests: test_units_near_the_theatres_are_added_once_beside_the_nations_rows; documented in docs/SCENARIO_BUILDER.md.

A nation's rows are capped, so a big nation's could hold none of the forces
where a war is fought: on 2026-10-14 Russia's held none of Kaliningrad's or
the Baltic Fleet's units, and with the own-soil reach a Baltic plan had 20
Russian units. For an actor with land in a front or enemy-homeland theatre,
each drafted request is now asked once more per set of theatres, with the
theatres and the rows already listed, for the service's units based in or
near them; they are added beside the rows (the entry is shared by every plan
with that nation and year), and a coverage mark keeps a region from being
asked again. Phase oob_region; documented in SCENARIO_BUILDER.md.
